ศปมผ. มุ่งมั่นสร้างความเข้าใจร่วมท่าเรือ/แพปลา/จนท. พัฒนาระบบตรวจสอบย้อนกลับเพื่อประมงไทยยั่งยืน และรักษาทรัพยากรทางทะเลให้ลูกหลานไทยสืบต่อไป
วันนี้ ( 18 ต.ค.60) ศปมผ. โดย กองทัพเรือ ร่วมกับสำนักงานตำรวจแห่งชาติ และกรมประมง กระทรวงเกษตรและสหกรณ์ จัดการฝึกอบรมเชิงปฏิบัติการเพื่อเพิ่มประสิทธิภาพการตรวจสอบย้อนกลับของท่าเทียบเรือประมงให้กับผู้ประกอบการ ท่าเรือ/แพปลา ที่จดทะเบียนกับกรมประมง ระหว่าง 17 – 19 ต.ค.60 ณ โรงแรมแอมบาสซาเดอร์ซิตี้ จอมเทียน ต.นาจอมเทียน อ.สัตหีบ จว.ชลบุรี โดยมี พลเรือเอกพัชระ พุ่มพิเชฏฐ์ ที่ปรึกษาพิเศษกองทัพเรือเป็นผู้แทน ผู้บัญชาการศูนย์บัญชาการแก้ไขปัญหาการทำการประมงผิดกฎหมาย เป็นประธานเปิดการประชุมฯ (English version below )
วัตถุประสงค์ในการจัดฝึกอบรมฯ เพื่อให้ผู้ประกอบการท่าเรือ/แพปลาที่จดทะเบียนกับกรมประมงและมีการขนถ่ายสัตว์น้ำส่งเข้าโรงงานแปรรูปสัตว์น้ำเพื่อส่งไปจำหน่ายในสหภาพยุโรป ซึ่งมีที่ตั้งอยู่ในพื้นที่ 22 จังหวัดชายทะเล จำนวน 273 แห่ง และมีหน้าที่ต้องบันทึกการขนถ่ายสัตว์น้ำขึ้นท่า (ตามมาตรา 85 แห่ง พ.ร.ก.การประมง พ.ศ.2558 และประกาศกรมประมง เรื่อง กำหนดแบบและรายการหนังสือกำกับการซื้อขายสัตว์น้ำ พ.ศ.2560 ลง 8 ก.ย.60 ) ให้มีความเข้าใจการปฏิบัติที่ถูกต้องในการบันทึกการขนถ่ายสัตว์น้ำขึ้นท่า ซึ่งเป็นการเพิ่มประสิทธิภาพการตรวจสอบย้อนกลับของท่าเทียบเรือประมง โดยผู้เข้าร่วมการฝึกอบรมฯ จะได้มีโอกาสแลกเปลี่ยนข้อคิดเห็น ตลอดจนสามารถนำผลที่ได้รับจากการฝึกอบรมฯ ไปใช้เป็นแนวทางการปฏิบัติต่อไป
การจัดฝึกอบรมฯ ในครั้งนี้เป็นการสร้างความเข้าใจร่วมกัน ระหว่างผู้ประกอบการ และเจ้าหน้าที่ที่เกี่ยวข้อง รวมทั้งมุ่งที่จะพัฒนาระบบตรวจสอบย้อนกลับ หรือ Traceability ไปสู่ระบบที่มีความเป็นสากล สามารถตรวจสอบได้ทุกขั้นตอน ว่าไม่มีการปนเปื้อนของสัตว์น้ำ IUU นำไปสู่การบังคับใช้กฎหมายอย่างจริงจังต่อไป อันเป็นการตอบสนองนโยบายของรัฐบาล ที่ต้องการให้การประมงไทยให้มีความยั่งยืนเป็นไปตามหลักกฎหมายสากล เพื่อให้การประมงไทยมีความยั่งยืนและ รักษาทรัพยากรทางทะเลที่สำคัญให้กับอนุชนรุ่นต่อๆ ไป

CCCIF organized workshop for traceability improvement of Thailand fishing vessel piers
During 18-19 Oct.2017 The Command Center to Combat Illegal Unregulated and Unreported Fishing by the Royal Thai Navy, together with the Royal Thai Police and Department of Fisheries, the Ministry of Agriculture and Cooperatives , organized the workshop for the traceability improvement of the fishing vessel piers between 18-19 October 2017 at the Ambassador City Jomtien Hotel, in order to improve traceability of fishing vessel piers. The participants are owners and operators of 273 piers registered with the DoF in the 22 coastal provinces. During the workshop,Admiral Patchara Pumpichet, RTN Senior Advisor as CCCIF Commander’s representative arrived to preside over the opening ceremony on 18 October 2017.
Its objectives are to make correct understanding on the practice and guidelines in Marine Catch Purchasing Document (MCPD) record of transporting fish from vessels sent to the processing plants for exporting to the European Union and USA, according to the Royal Ordinance B.E2558 (2015) article 85 and ministerial regulations. The workshop helps to enhance the effectiveness of traceability of fishing piers to the operators who registered with the DoF for fish transportation to share ideas and viewpoints with authorities concerned. The outcomes of the workshop will be used as guidelines to ensure no IUU fishing through the traceability system as international standards and in particular to the sustainability of the Thai Fisheries and the sea as significant resources for the next generations in the long run.
